
The CSM-RA is published as an addendum to the SMS and SMSR Determination. In the event of a material change in the SMS such as new technology or railway component being constructed, installed or introduced into the railways; the RSR must be notified in advance of the implementation of the change and a letter of no objection must be issued by the RSR. The letter of no objection will not be issued to anyone who is not in possession of valid a safety permit. Further, the RSR must be involved in every phase of the life cycle of the project. These requirements apply to the construction of new railway units and/or components; as well as recommissioning of decommissioned ones. This is the essence of the CSM-RA.
The aim of the CSM-RA is to ensure that the appropriate Risk Management practices are adopted and instill in Railway Operations from the concept phase of any project.
